It is located on the Portuguese Sport and Youth Institute (IPDJ) facilities in Parque das Nações, Lisbon, near the Moscavide train station and 1 km from the Oriente train and subaway station, as well as the Moscavide subaway station.

Taking as its mission the promotion of the Council of Europe (CoE) values, Human Rights, Democracy and Rule of Law, its fields of action are Human Rights Education, Young People’s Democratic Participation and Youth Rights, to which the cooperation and partnerships with regional, national and international institutions have contributted, through joint initiatives and projects.

With the aim of being “an open door to Europe and the world”, CJL provides a unique combination between development, non formal education and training, research and innovation, valuing the competences acquired and capacity building for young people and youth workers, with the goal of contributing for community development and young people’s democratic participation, and for a fairer, more solidary and democratic Europe.

On 1 January 2015, CJL received the CoE Quality Label for the 2015-2022 period, making Portugal the fifth country to have a space recognized as an exemple and a platform of good practices in youth policy.
